Urgent Capital Support (UCS)

Key Organisational Requirements

The applicant must have a genuine and immediate need for urgent capital support that cannot wait until the next CIF round. The issue must create a significant health and safety risk and must have resulted in, or represent an imminent threat of, closure of the whole school or a significant part of the school building(s). The applicant must also demonstrate that the works cannot be funded independently or through a CIF loan. (GOV.UK)

Property Requirements

The urgent works must improve a capital asset currently used for educational provision for pupils aged 2 to 19. The asset must be held freehold by the school or college, held on a long lease of at least 25 years, or held by charitable site trustees for the school's purposes. The applicant must be responsible for capital investment in the buildings. (GOV.UK)

Eligible Works

Eligible urgent condition issues can include structural issues, urgent health and safety or insurance compliance issues, urgent asbestos issues, fire protection, leaking roofs, boiler and pipework failure, and electrical issues. The list is not exhaustive. (GOV.UK)

Applicant Contribution

Academy trusts, VA schools and sixth-form colleges are generally expected to contribute to the cost, either directly or through loan repayments, except in exceptional circumstances. (GOV.UK)

Financial Assessment

Applications are subject to financial assessment. For academies, financial health is assessed at academy trust level, rather than at individual school level. The applicant must provide up-to-date financial information, including reserves and outstanding loans. (GOV.UK)

Decision Outcome

Decisions are final and there is no appeals process. Applicants are notified by letter. (GOV.UK)

Project Requirements

Applicants must provide at least three competitively priced quotes or tenders covering the same scope of works. An independent professional report is also required to establish the condition and urgency. (GOV.UK)

Project Monitoring

Successful applicants must submit monthly monitoring returns covering project progress and expenditure. Failure to comply can result in funding being withheld. (GOV.UK)

Project Completion

Smaller projects are expected to be delivered within 3 to 6 months of the funding offer letter, while larger or more complex projects are expected within 6 to 12 months. All projects must be completed within 12 months of the funding offer letter. (GOV.UK)

Professional Fees

Where professional fees are eligible, funding is limited to fees of up to 10% of the total project cost. Fees must be proportionate to the work involved. (GOV.UK)

Important Notes

Applications can be made throughout the year. The fund is not a competitive process and applications are assessed individually according to genuine urgency and merit. Applications must not be retrospective: work must not have started before the application. Only works included in the original application will be considered.
